Artificial Turf Installation in Park City, Utah
Park City treats turf differently from the rest of the Wasatch Front. The city allows artificial turf in limited quantities and expects a water-wise landscape plan behind it. Starting at $8.50 per square foot installed.
What Park City's Code Actually Says About Turf
Park City's Land Management Code, section 15-5-5, was rewritten in 2023 (Ordinance 2023-10) around water-wise landscaping. Here is the short version, so you can plan before you call anyone.
A Landscape Plan Comes First
For development activity, the code requires a complete landscape plan, and at least 50 percent of the landscaped area must be water-wise landscaping. The plan has to identify any artificial turf. Whether a yard project triggers that review depends on its scope.
Turf Is Allowed, in Limited Quantities
Artificial turf is allowed on decks, pathways and recreation and play areas, or as a limited landscaping material where vegetation may be unsuccessful. The installation must not pool water and has to be built to drain.
The City Does Not Recommend It, and Says So
The same code says artificial turf is not recommended in any landscaping because of its impact on the urban heat island effect. That is guidance, not a ban. It does mean the uses the code lists, such as a play space, a path or a spot where grass will not grow, are the ones to plan around rather than a full lawn replacement.

Frequently Asked Questions
Yes, in limited quantities. Park City's Land Management Code, section 15-5-5, allows artificial turf on decks, pathways and recreation and play areas, or as a limited landscaping material where vegetation may be unsuccessful. It has to be installed so it drains and does not pool water.
That is not what the code describes. It allows turf in limited quantities for specific uses, requires at least 50 percent of the landscaped area to be water-wise landscaping, and says artificial turf is not recommended in any landscaping because of the urban heat island effect. A smaller, purposeful turf area is the realistic plan, and we help you work out where it makes sense.
No, and this is worth knowing before you assume it. Utah Code protects water-wise landscaping, meaning plant material and irrigation efficiency, from HOA bans. Its definition does not include artificial turf, so an HOA can still restrict or require review of synthetic turf even though it cannot ban xeriscaping. We build to pass architectural review either way, and can prepare drawings for a submission if your board requires them.
It changes the base more than the turf. A compacted, properly drained base keeps water from pooling and refreezing under the turf, which is what causes heaving in a poorly built installation. In a place with long, cold winters, that drainage work matters more than almost anything else in the job.
Park City's code applies inside the city. Properties in Snyderville Basin, the rest of Summit County, Midway and Heber City answer to their own governments and HOAs. Tell us your address during the consultation and we will tell you what we find.
